The Journey of Skill Development in India

Empowering India's youth with skills has consistently been a national priority. A significant step in this direction was taken in 2013 with the launch of the STAR (Standard Training Assessment and Reward) Scheme. This pilot initiative laid a strong foundation and tested a new model for skill training in the country.

Building upon this foundation, a dedicated Ministry of Skill Development & Entrepreneurship (MSDE) was formed in 2014 to streamline efforts. Subsequently, in 2015, the Pradhan Mantri Kaushal Vikas Yojana (PMKVY) was launched as the nation's flagship scheme. The goal of PMKVY was to leverage the learnings from the STAR scheme and rapidly scale up the skill development mission across the country. Since then, the mission has evolved through various phases, continuously improving to align with the dynamic needs of the industry.

STAR Scheme (2013)

The pilot phase, known as the Standard Training Assessment and Reward (STAR) scheme, set the stage and laid the groundwork for a national skilling mission.

PMKVY 1.0 (2015)

Launched as the flagship scheme under a dedicated ministry, it trained 19.86 lakh candidates, formalizing the skilling movement.

PMKVY 2.0 (2016)

Expanded the mission's reach and scale, successfully training a massive 1.10 crore candidates across various sectors.

3.0

PMKVY 3.0 (2020)

Focused on a more demand-driven and district-centric approach, training 7.37 lakh candidates amidst new challenges.

PMKVY 4.0 (2022-2026)

Realigned to be more flexible, industry-focused, and digital, with an emphasis on new-age skills and improving employability.
